Maintenance and Inspection of Play Equipment.

It is the responsibility of Play Companies to assist clients in ensuring that existing play areas are kept in serviceable condition. All regulating bodies see the need not only to install to safe standards but also to see to it that the same standards are adhered to throughout the entire period of use of the equipment. Products will only continue to function safely if they are properly inspected and maintained. At times standards will change and it is necessary to be aware of such changes and apply recommendations as they can be seen to apply to each play item. Inspection is the responsibility of the play area owner (play provider), and a proper programme of inspection should be in operation. The responsibility is to ensure that the equipment functions safely in order to minimise the risk of injury. In house policies will include regular inspection. Inspections range from daily visual inspections to far more thoroughly conducted annual inspections. Annual inspection will normally be coupled to essential maintenance and possibly some upgrading. Insurers will expect equipment to be properly maintained, and may insist in annual certification. There may be serious consequences involved if sensible practices are not implemented.

Annual Inspection and Maintenance Package offered by this company.

Package includes inspection of all play items and will also consider the condition of the play area as a whole. It will report on safe surfacing requirements, fencing, etc. The inspection is designed to ensure that subsequent maintenance works, usually conducted at the same time, render the equipment safe for use. Whilst it may not be possible to bring the play area up to exact current standards for economic or technical reasons, the objective non the less is leave the area in a safe condition or to advise the client of areas of concern. It may be necessary at this time to advise on the removal or isolation of more dangerous items. Should it be possible to render the equipment safe for use a certificate will be provided.

A report will be issued which will include the following;-

Front Cover: Date of inspection, Name of site, Detailed playground description, Name of manufacturer, Name of installer, Date installed, Type of ‘Safer Surfaces’ and the dates they were installed.

A numbered list of each item of equipment.

A report on each item: This includes any failures of the item, including the surfacing, to current safety standards. Comments on installation (i.e. positioning), Comments on the anchorage conditions, Comments on the condition of the main structure & Comments on the condition of the component parts.

General Site Comments: Includes ground conditions, access to the play area, ancillary items and comments on fencing and gates.

A list of Minimum Maintenance Required: In most instances all minimum maintenance will be carried out during the inspection. Any works that cannot be done during the inspection will be listed and priced for.

Our Recommendations to Improve/Upgrade: This will be a detailed list, usually with prices, on how we feel your play area could be improved.

A Risk Assessment: On a scale from Low to Unacceptable Risk.

Safety Certificate: Provided that the play area achieves a low-medium risk status and all of the minimum maintenance has been carried out, a safety certificate will be issued. (Note: In most instances where the equipment was manufactured to BS 5696 or DIN 7926 and is well maintained and in good order a low-medium risk status will be awarded and a safety certificate issued. However, where possible, we will recommend that safer surfaces comply with current safety standards BS EN 1177.

A New Operators Inspection Form & Accident Report form will be issued.

Pricing

A contract accompanies this letter with details of the appropriate fee. The Standard price is the price given for the inspection to be carried out during the allotted time for that region and is £300.00 or 5% of the original price of the equipment (not including surfacing), whichever is greater. This price includes up to 4 hours of labour and the first £50 for replacement parts. The time and parts included, at no extra cost, increases proportionally with the contract price. 1 additional hour of labour and an additional £10 of replacement parts for every £50 over £300 of contract price. (E.g. Contract Price £350 - 5 hours labour and £60 replacement parts). When addition replacement parts or labour are required during the inspection, the prices on the attached sheet apply, in order that the work can be accomplished professionally and economically. You will be contacted prior to the visit to ascertain & price for any major parts that may be required, (nets etc.). The contract should be returned at once to allow us to allot a space within our maintenance programme. The contract may be issued quite some time ahead of works, but it is still essential to return it AT ONCE, Failure to do so will often lead to later disappointment as we operate a very tightly controlled programme. The fee should be returned with the contract. It will be judged that the contract is not required if not returned within 14 days of issue. A maintenance contract is essential if at any time emergency works are seen to be required. (Such works normally become part of a separate contract). Only new parts or works enjoy the benefit of extended guarantee terms unless agreed upon by prior arrangement. If you do not wish to come under our maintenance program, please inform us immediately.

Regional Programming

For logistical reasons each region of the country is given its own particular dates on which maintenance is conducted. This allows us to group contracts together, which are in the same geographical region. Contracts are sold strictly on the understanding that the works are undertaken according to this programme. Exceptions are only generally made if a location is on route to a programmed area. If a client can not fit in with this arrangement then the contract will become invalid and the cheque returned or the non-discounted price of the contract will become applicable.

Emergency Works

These are normally contracted separately Again savings can be made if the works can be conducted at a time which favours our regional maintenance programme. Items should be put out of use until works are conducted.

Short contracts.

These may be offered to extend a guarantee period to align this with our regional dating programme. This will normally only happen once as the dates are brought in line. The cost will be determined pro-rata.

Condition of acceptance.

While every effort will been taken to give a fair and a professional assessment of each play environment, it must be brought to your attention that our recommendations and conclusions may be challenged by other bodies. Local authorities may require a greater degree of safety than that required to meet BS EN. We believe that these assessments are in line with current thinking. It should nonetheless be recognised that these are very difficult matters to assess due to the complexity of standards and their interpretation. Our judgements have therefore to be viewed in this light. We do not profess to be experts on all of these matters, but we do have considerable experience based on a ten-year record of working within this industry. Our engineer has undergone and will continue attending relevant courses to keep us up-to-date with applicable standards and their application. These reports should therefore be considered to be an honest effort to advise the client on the safety on each play area with recommendations for improvement as we have judged them to be required. It should therefore be noted that errors or omissions may be contained within these reports.
